SOCIAL SECURITY IN THE CONDITIONS OF EUROPEAN INTEGRATION: THEORETICAL AND LEGAL PRINCIPLES AND MECHANISMS OF PROTECTION OF INTERNALLY DISPLACED PERSONS
Abstract
The article examines the social security of internally displaced persons (IDPs) in Ukraine within the context of European integration. It conceptualizes social security as a multidimensional phenomenon that encompasses legal, institutional, and value-based components and is increasingly shaped by European Union social policy standards. The study analyses the key principles of the European Pillar of Social Rights and their relevance for modernizing Ukraine’s national model of social protection. It identifies major challenges to ensuring the social security of IDPs, including housing stability, institutional capacity, digitalization of social services, and participatory mechanisms enabling IDPs to influence decision-making processes. The article argues that an effective system of social security requires a shift from reactive, compensatory approaches to inclusive and empowerment-oriented model that facilitates social integration, resilience, and restored autonomy for displaced persons. The findings highlight that IDP social security is a strategic factor for strengthening democratic governance, social cohesion, and the European trajectory of Ukraine’s development.
